It started out as a list to determine roughly as a combination from 
packages in TLC3 + packages that on arXiv have been used in at least 
0.01% of all papers there (that's where atableau came in). All those we 
tried to classify according to already being tagging compatible or not.

Since then the list has grown, largely thanks to a very active volunteer 
who took the time to classify further packages and produce test files 
for them. But we are a long way from having all of ctan classified (and 
probably never will), i.e. 1320 packages/classes out of 5000+
