Well, it suggests Inno Setup https://jrsoftware.org/isinfo.php for
Windows and is unhappy with NSIS which we use.

Now, the problem is that Inno Setup only works on windows, and cannot be
scripted, which means it is completely useless for us.

What we need is:
* scripted support
* runs on Linux to produce Windows installers
