Rev 77500: Small typo in comment

Hi all,

I think there is a small typo in a comment in xdvips.c after the change
in Rev77500[1].  It now reads:

  Boolean t1_partialdownload = 1;  /* turn off Type1 font partial downloading */
                                           ^^^

It should be 'turn on', no?
