On windows I get no size differences (tested with an up-to-date
tl2025 and tl2026-pretest)

Yes, log and pdf-files would be useful. 

Add \ExplSyntaxOn\sys_ensure_backend:\pdf_uncompress:\ExplSyntaxOff
before \documentclass to uncompress the PDF, then it is easier to
see the differences.
