Yes:

  # Allow curl and wget
  - name: allow-curl-and-wget
    user_agent_regex: '^(curl|Wget)'

  - name: allow-tlmgr
    user_agent_regex: '^(texlive/)'
    action: ALLOW

Not optimal, but otherwise tlmgr will fail.

If TLU needs something specific, it would be good if they could send
something like `texlive/` ...
