Maybe you have another xz on your system, installed at the OS level, that tlmgr is using, since system decompressors are preferred by default. I guess I should have mentioned that this succeeds if I use the MacPorts xz, but I've excluded that from PATH since I'm trying to reproduce a problem in TeX Live Utility (which does not see MacPorts). Setting either environment variable and retrying gives the same error message as previously. Looks like tlmgr is trying to use xz.x86_64-darwinlegacy (which does not exist) instead of xz.universal-darwin, even if I set it explicitly.
