I guess I should have mentioned that this succeeds if I use the MacPorts xz, but I've excluded that from PATH since I'm trying to reproduce a problem in TeX Live Utility (which does not see MacPorts). Setting either environment variable and retrying gives the same error message as previously.

Looks like tlmgr is trying to use xz.x86_64-darwinlegacy (which does not exist) instead of xz.universal-darwin, even if I set it explicitly. I'm running Mac OS X 10.14.6, which maybe isn't supported by MacTeX (in which case it shouldn't install).
