asymptote's asy command is not found for fresh pretest installs

Hi,

I just realized that asymptote is currently breaking out daily rebuilds 
of the IoT TeX Live Docker images, as we had that binary on the list to 
be checked for availability.

For an existing installation the update works as intended and the 
command stays available.

As I lack energy to investigate any further atm, I hope it's okay that I 
just drop the information. Maybe I can have a look tomorrow.
