Dependency updates for LaTeX

Prompted by the dependency thread, it would be good if the core LaTeX 
"required" set was always installed when LaTeX is, i.e. adding

depend amsmath
depend latex-first-aid
depend graphics
depend tools

to the entry for latex; these lines could then be removed elsewhere. 
(Technically you could have some plain code depending on graphics for 
the plain-TeX path, but I very much doubt this is covered in the TL list.)

(I've deliberately skipped latex-lab here - the argument is less strong 
for that.)

It might also be sensible to add "depend epstopdf-pkg" to the entry for 
graphics, as whilst I see the 'you don't need it for a classical DVI 
workflow' argument, it's more-or-less always wanted. Again, that would 
all the line to be removed elsewhere.
