I added them (r78282), except that graphics already was a dependency.
Total new runtime size is ~200K, which is surely inconsequential.

    to the entry for latex; these lines could then be removed elsewhere. 

Maybe will remove later. Doesn't hurt to keep the dependencies now.

Because several people have reported that "graphics" should be added as
a dependency for pkg xyz, even though it has been a dependency of latex
(actually latex-bin) for a long time, I suspect some people compute
dependencies based on looking at the log file or other analysis, rather
than what has to be newly downloaded.

    It might also be sensible to add "depend epstopdf-pkg" to the entry for
