Re: utbmciad-report changed to nonfree license

It seems sensible for the field in texlive.tlpdb to refer to the
installation in TL, i.e., I'll tweak the import into TL to remove the
"other-nonfree" for utbmciad-report in the catalogue-license field.
Although that name becomes a bit suboptimal, I can't see any good
alternative, and anyway, at least it's still a subset of what's in the
catalogue.

Please give me a couple of days.

BTW, the author (Stephane Galland) has uploaded a couple of other
packages that are set up similarly. They are on CTAN, but not yet in TL,
because I asked him to rearrange his structure slightly to make them
easier to import. He said he's happy to do that.

All this to say that the tweak will apply to additional packages in the
future, not that you'll see it :). --thanks, karl.
