1) The current tlmgr is intended to be indifferent to whether the new
texlive-catalogue-only.tlpdb exists or not. We certainly did not mean
to assume it existed.
2) The tlpkg/texlive-catalogue-only.tlpdb file has been distributed for
a while (nothing used it). But I see now that I inadvertently declared
it as a documentation file, so installations that omit doc wouldn't have
had it. Sigh. I changed that for tonight.
3) tlmgr loads the catalogue tlpdb when info or search is used. I seem
to recall that TLU attempts to show the package (not tl) version numbers
on updates? In which case, yes, TLU update will still require loading
the catalogue information. That's ok.
4) For now, the main tlpdb still includes all the catalogue information
(hence the 700+ updates, sorry). Still working that change out, hence
the lack of announcement. I didn't expect the changes pushed last night
to have any user-visible effect. Oh well.

This seems like the unexpected problem. I'll discuss with Norbert. -k
