I can't test it fully because this system is too old to run TL 2026
Mac binaries, but tlmgr does get past the prior error, so I think
this is a good fix.

TeX Live Utility users can install it using the main menu item
Actions->Reinstall TeX Live Manager

Since that uses update-tlmgr-latest.sh under the hood, it'll work
even if normal list/update fails (provided update-tlmgr-latest.sh is
rebuilt, ofc).
