I wondered about that, but only one user on my github issue page has 
reported success without using tlcritical (which makes me suspect he 
got a really out of date mirror). 

The tlcritical mirror is newer than Utah as of 12 July, 1313 PDT:

Remember, kids, don't use TL critical unless you understand that
