            Install TeX Live Manager from Critical Repository

AFAIK this should not be necessary going forward, when using an
up-to-date mirror. What is in tlnet and tlcritical is (effectively)
identical on tug.org and has been since yesterday, both based on r79653.

I hope/believe the people who needed it were hitting a mirror that did
not have the new tlnet yet.
