Hi Bernd,

>From the icons on your desktop I see that you're using Windows. I used
to get such error message whenever MSYS2 was in the system path. As I
understand it, there are binaries there that conflict with the TeX Live
Shell windows infrastructure. That’s why I temporarily remove MSYS2 from
the path whenever I use the shell. But typically I use the command-line
version of tlmgr.
