If you install it for "all users" then you need to use the "Admin" version of the tools. 

If you install it for "yourself" only, then you should not use the "Admin" version of the tools.

I have Win7 and learned that installation and update should
be performed with administrator's rights. I believe that it
is the same with Vista.
