Your class is trying to write during the compilation a batch file
which contains the needed bibtex runs:
\immediate\openout13=genbib.bat
\immediate\write13{\@biblist}
\immediate\closeout13
Miktex prevents this. There is no problem if the extension is e.g.
changed to "txt". So miktex is obviously doing it for security
reasons. You can get around this restriction by setting an
environment variable (set MIKTEX_ALLOWUNSAFEOUTPUTFILES=1) but I
think it would be better if your template finds another way.
