Thank you, Ulrike. The line in question writes
\edef\fmtversion{2005/12/01}
i.e., more than 5 years old. What's the best way out? (Can I just edit this date? I'd be surprised. Perhaps I can update this file somehow?)

Hm. miktex 2.8. was released 2 years ago and it hasn't reached its end-of-life yet and you can update packages. I do find it quite curious that latex.ltx should be to old. Open latex.ltx and check somewhere at the begin the "\edef\fmtversion{.....}"-line. If the date is not five years old check your PC settings.
