dvipdfm fails to convert .eps images

I am using MiKTeX 2.9. in Windows 7.

I am trying to use divipdfm[x] (via WinEdt) to convert a .dvi with eps 
figures and get an error (log below).

The strange thing is that another installation of MiKTeX 2.9 in Windows XP, 
the conversion works. I think both installations have the same updates.

Both installations seem to read from "dvipdfmx.cfg"

Is anyone else having a similar problem?

I'll try to work on a "minimal example."
