Christian,
I ended with  the same problem running LaTeX(tex to dvi, Babel, French package)
with the message :

Windows API error 1113: No mapping for the Unicode character exists in  the
target multi-byte code page.

So, I cannot use MiKTeX for my projects...

Any solution?
