IEEEtran_Howto.pdf contains all documentation about IEEEtrans article.
On page 10 section D explains how to include figures and tables.
Just use \begin{figure*} .. \end{figure*}. This behaviour is from LaTeX  
itself, not only for
IEEEtran.cls.
