If you have a full installation it can naturally happen that there
is always a "new" package.

As far as I know the message is simply tied to the date of the (or
some) package(s). Take it simply as a reminder to think a bit before
klicking on the update button. E.g. if you have a deadline or are
under time stress don't update. If you have more than one PC don't
update them all at the same time. If there are a lot packages
waiting for updates, don't update all at the same time. ...
