I have no idea how this works, but this is not native emacs/xemacs/gnu emacs behavior. It is probably behavior of some kind of add-on package. I use auctex for LaTeX support, and there are probably other tools. Do you remember installing such an add-on tool?

In addition, you say "\cite command in command menu of emacs" - I find no such command. The 'command menu' has many subcommands. You need to very specifically indicate exactly what command you selected.

I have just moved to miktex2.9 and I am using it under Emacs 24.0.50.1

In earlier versions I just point at 

\cite command in command menu of emacs  and then I am directed to my bib
file to get the reference I need

The \cite command does not exist now in the command menu of eamcs

Does anyone know how to do the same in miktex2.9
