I have already done it with a pen-drive. Start with a computer which *has* an internet connection. Go to: http://www.miktex.org/2.9/setup and click the "Download" button after "MiKTeX 2.9 Net Installer". Put the executable file that you get in the pen-drive. Then run that program and ask for a complete installation. It will download all packages. Tell the computer to put them in a folder at the pen-drive. Then put the pen-drive in the PC without internet connection in which you want to install MIKTeX, run the installer and tell it to get the packages from the folder in which you have put them.
