Installing 2.9 under Windows 7 - not a valid installation source

 I downloaded the 64-bit 2.9 setup.exe. When i try and run it, when it gets to the point of locating the distribution directory, and i point it to where i downloaded the exe, on my desktop, it get the message that that is not a valis installation source.

Can someone help with this?  I'm trying to help someone else also.
