MiKTeX Install Fail on W7, Windows API Error 2: The system cannot find the file specified.

The latest MiKTeX (basic-miktex-2.9.4521-x64.exe) fails to install on an up-to-date Windows 7 VM with the error, "Windows API Error 2: The system cannot find the file specified". This problem appears a lot on the web over the past few years -- see e.g. here<http://sourceforge.net/p/miktex/discussion/33790/thread/2524d76d> and here<http://superuser.com/questions/237319/windows-api-error-2-when-installing-miktex-2-9>. But none of the ad hoc fixes work, such as installing in C:\MiKTeX or uninstalling various packages.
