Yes - in addition to the author of PMX as well as the current maintainers/authors of MusiXTeX (who also engrave music with their tools!)

I'd imagine that you need to stick with 32 bit MiKTeX - compiling for 64 bit rather than 32 bit is not a trivial change. I presume MiKTeX 64 bit mandates only 64 bit binaries, so PMX effectively isn't available.
