can environment variables be used in miktexstartup.ini

Is it possible to use Windows environment variables in 
miktexstartup.ini, for example, to say something like

CommonInstall=%MIKTEX%

where MIKTEX=c:\miktex

instead of

CommonInstall=c:\miktex

The syntax

CommonInstall=%MIKTEX%

didn't work. I also tried

CommonInstall="%MIKTEX%"
CommonInstall=<MIKTEX>
CommonInstall="<MIKTEX>"
