miktexstartup.ini seems to be a special case. Browsing the source code I 
would expect that the syntax

CommonInstall=<ENVVAR>

works (also see 
http://blog.miktex.org/post.aspx?id=46363963-a9e0-4928-b54c-166499044524).

I will try it. If it doesn't work, it must be a bug.
