In MikTeX 2.9, when we replace the content of tex/xmltex/passivetex by 
the files packaged for MikTeX on 2005 09 02 (which seems to be the 
previous version of this package), a correct pdf is generated with our 
test case. So at least passivetex used to support the syntax <fo:block 
break-before="page" />...
Too bad it is no longer the case. I hope the new package brings some 
improvements elsewhere.
