That's the first idea. The second idea is to get to a final stable requirements list (which styles, fonts, etc) while online, and run through the entire build process while online to get everything installed. David's notion of a full download is a good start, but you may be using non-supported styles. Once everything runs, then go offline and repeat to ensure that your install is complete.

Yes: before you go, use the installer to download a full repository (it's routinely how I use MiKTeX, as it guarantees repeatability from one computer to another)
