packages that 'need to be repaired'

MikTeX 2.9, Windows 7. Did a re-install, applied all updates, but, for some reason, whenever I bring up the update manager (or try mpm --very from the command line), MikTeX keeps reporting that a bunch of packages (mostly miktex-*.2.9 packages). I execute the updates, but when I run the update manager again, there they are again -- all the same packages, all apparently in need of 'repair' (GUI manager), or 'need to be reinstalled' (mpm from the command line). Suggestions? I've try rebuilding the database.
