I estimate that in 95% of all miktex multiuser installations "user
map files" has been created at some time. This user map files take
precedence over so admin files. So normally the correct command is
"initexmf --mkmaps" without the --admin switch.

But your problem has nothing to do with map files. A tfm ist
missing:

> ! Font \tentt=rm-inconsolata not loadable: Metric (TFM) file not found.

The inconsolata font has been updated some time ago. It no longer
contains a rm-inconsolata.tfm: Your example works in TeXLive 2012
but not in TeXLive 2013 or miktex. 

The author of font-change will have to adapt his package.
