I don't have problems to install packages an a windows7 with miktex
2.9, 32bit installed as single users. 

But I have been away for some days and there are open miktex updates
(but only packages and as binary yap, so I doubt that the source of
the problem is there) and there are open windows updates (I will see
tomorrow if they lead to problems).

But I'm really wondering why nobody yet has made a bug report in the
bug tracker. Why are all sitting there hoping that a solution will
appear out of the blue?

Also: Did anybody tried to run the package manager from the command
line?
