I was hoping that it was a known issue and people would have a simple 
solution.

I've tried among others:

mpm --admin --verbose --trace --update-db
mpm --admin --verbose --trace --update

In all cases package manager window appears and in a few seconds it says 
(forgive the Spanish):

[Window Title]
MiKTeX Package Manager (batch mode)

[Main Instruction]
MiKTeX Package Manager (batch mode) dejó de funcionar

[Content]
El programa dejó de funcionar correctamente por un problema. Windows 
cerrará el programa y le notificará si existe una solución.

[Cerrar programa]

Translation: MiKTeX package manager stopped working.

The program stopped working properly due to a problem. Windows will 
close the program and inform you if a solution exists.
