Problem generating PS (using DVIPS) with floating EPS

I wonder if you can help me.

I have had trouble generating a PS file (using DVIPS) with floating EPS.
Sometimes, where the float is at the top of the page, it has a white
border that obscures part of the page header.

This does not happen if I go straight to PDF (using DVIPDF).  See
accompanying picture.

The EPS is included with:

\begin{figure} [htp]
  \centering
  \includegraphics [clip=true, scale=0.7] {Figs3.eps}
  \caption{Synchronous and Asynchronous Composition}
  \label{SynchAsynch}
\end{figure}

I am using MiKTeX 2.9 Revision 2.9.4533 on Windows 7.

I am generating EPS from MS PowerPoint as follows:

1. Print to file from PowerPoint using a PS print driver called "Generic
Color PS for Commercial Printing" (I think I downloaded this from
Microsoft). I set the "PS Output Option" under Advanced printer properties
to "Encapsulated Postscript (EPS)".

2. I use the "PS to EPS" feature in GSview to calculate a bounding box.
