Package Manager Problem

I just wanted to draw a TikZ picture. This requires pgf, tikz and some 
other packages. I have access to the administrators account and wanted 
to make these packages available to all users.

I startedt the MiKTex 2.9 Package Manager (Admin) and selected the first 
required package "pgf". When I started "install". The Pakcage Manager 
did this:

   starting package maintenance...

I gave up with this try and allowed per-user installation of the 
packages since I wanted to continue work.

But what's wrong with the Package Manager?
How can I fix this problem?
