t2aenc.def is in the miktex package cyrillic. Enable in a basic
miktex the on-the-fly installation and miktex will find them for
you.

Well either the pdf contains a virus: then you should inform CTAN
and the author.  Or you have a false positive then neither miktex
nor CTAN can do anything about it. It's up to you to handle
overeager virus protection.

Synchronize your local database (package manager -> menu
repositories -> synchronize) to update the package list.

All my miktex installation have been done in restricted accounts (in
single user mode) without problems.

If you want to install packages for all users you should use the
package manager (admin). The other package manager is for the
current user.
