You can use DebugView to find such things
(http://www.miktex.org/diagnosing)

In this case the trace shows that the fmt and log file are created
in a temp folder, if the creation is succesfull the fmt is moved and
the log-file deleted:

[1704] 2745 [miktex-makefmt.core]: deleting
....\AppData\Local\Temp\mik4592\pdflatex.log

You will have to build the fmt by hand to see the log files. The
trace shows you also the command used by miktex:

[1704] 78 [miktex-makefmt.core]: start process:
D:\MiKTeX2.9\miktex\bin\miktex-pdftex.exe --initialize
--interaction=nonstopmode --halt-on-error --alias=pdflatex
-tcx=cp227.tcx --enable-etex pdflatex.ini


You could also make a feature request for a "--keep-log-files"
option. This could be useful sometimes.
