With current versions of winedt and miktex you can simply install
them when logged in that user account in some folder where the user
has writing rights (I e.g. have miktex in D:\miktex2.9). Depending
on the rights of the user you will perhaps be asked, if you want a
multiuser oder single user installation. Choose "single user
installation".
