One should specify  an appropriate code page:for one's language

\usepackage[cpXXXX]{inputenc}

It should correspond to the code page used on one's computer to input and display text.
For example. I am using CP1251 for cyrillic letters

nother package is required to enable correct hyphenation in the necessary language 

\usepackage[YYYYYYY]{babel}
