I don't expect end-users to write or adapt bst-files either. It is
the job of the journal or the university or the department to do
this. -- And they could easily switch to biblatex (and save
themselves and their authors and students a lot of time) if they
wouldn't create each their own special reference style but simply
choose one standard style.
