Creating the bplain format file failed (MiKTex, Winedt, Win 7)

Hi,

I don't know, is this the right place to report bugs. If these are bugs 
and not my stupidity.

I had one problem, which Ulrike Fischer resolved, and this works.  I am 
very greateful.

This was:

Win 7 Home Premium,  MiKTex 2.9.4503 (full installation), 64 bit, WinEdt 
9.0.

If I try in MiKTex Options update formats, I get message - creating 
format file for Babel plain tex failed.

All setting are default, only in MikTex options-> Formats bplain is 
included.

Ulrike Fischer:

bplain.ini is finding the wrong hyphen.cfg. Try if it works  (also
for other formats!) if you move the babel hyphen.cfg from
\tex\latex\babel to \tex\generic\babel (that's where texlive puts
the cfg). If yes make a bug report so that miktex corrects the
location.
You can also simply deinstall cslatex if you don't need it.

BUT, *I did new update yesterday, but got new problem with this message 
during creating bplain format file:*

In my computer bplain.exe is in miktex\bin\x64

and bplain.ini in tex\plain\config, but from 2006 and only with these lines

% hyphenation tables are now set up in language.dat
