Always di the first tests with a minimal hello-world-document and
with pdflatex and/or latex. Also when you run into problesm try to
compile on the command line to check if the configuration of the
editor is wrong or the tex system.

It is in mine
D:\MiKTeX2.9\tex\latex\textcase\textcase.sty

My miktex has this natbib version

D:\MiKTeX2.9\tex\latex\natbib\natbib.sty 
Package: natbib 2010/09/13 8.31b

Well then install them. If you installed only the basic miktex it is
quite possible that some packages are missing.  miktex has an
on-the-fly installer, let it do the work. Start to worry only if
this installations fail.

Sorry but how should we know? It is your system. Please credit the
maintainer of miktex and the other users some basic intelligence: If
the system wouldn't work at all someone would have noticed. So it is
something on *your* system that is wrong. 

It doesn't make sense to tell us that you install the program
*somewhere* and adjusted *some* pathes. 

It is useless to quote *some* unspecific error messages. TeX &
friends produce more exact log-files and terminal messages than
that. 

So try to be a bit more specific.

The eps-file has been stripped. You must put it somewhere for
download. Apart from this you example compiles without problems.
