I FOUND HOW TO SOLVE THIS!
its exactly the same proccess to do
but you miss one
UNSTALL MS READER
ok... ok... let's see
=======================================================
type windows key + R
then run regedt32.exe, then navigate to HKEY_CLASSES_ROOT\.pdf
Rightclick .pdf, click permissions, and grant the administrator full rights.

search the C:\Program files copy initexmf.exe (yeah is in the same folder of
miktex you already installed and failed is in MiKTeXxxx\bin\x64\)
and put initexmf.exe in the C:\Windows\system32\

Uninstall Adobe Acrobat or Foxit reader
Uninstall MS Reader (windows key + S , search "Reader" and then right click
, select "uninstall")
reboot your computer

then install the setup-2.9.4503-x64.exe. and.. that's all

It worked for me, and I use Win 8.1 Pro
