You download the biberMSwin.zip from the biber site
https://sourceforge.net/projects/biblatex-biber/files/biblatex-biber/
unpack it and put the .exe in your path. You can also use the
miktex-32-bit-biber from CTAN.

It is nuisance that it is not in miktex, but not a real problem.
