Perhaps I should describe what I do. I use the network installer to download everything, 32-bit and 64-bit, to a local location. That's my only interaction with the network installer.
After that I run the appropriate setupxxxxxxx.exe (32-bit or 64-bit) to install MikTeX on a system and during that installation select everything.
After that process "all of the components" are installed i.e. no need ever to download a standard package.
