I already have all my TeX files in a separate directory (call it T).
I tried something else:
I used Maintenance (Admin) to refresh FNDB, instead of Maintenance,
and now my new file compiles using WinEdt/MiKTeX.
Using Maintenance (Admin)/Options/Root shows
a) only directory T when "Show MiKTeX-maintained root directories" is
NOT checked, and
b) diretory T + C:\ProgramData\MiKTeX\2.9 and C:\Program Files
(x86)\MiKTeX 2.9 when it is.
So, I guess I still have the original question: how do I set things
up so when I create a new TeX file in my directory T, MiKTeX will see
it *without* my having to refresh FNDB (or any other such step).
