powersem broken after automatic package maintenance

Ulrike:  thank  you very much for the suggested solution. I proceeded as you suggested (I created an empty seminar.con and added to my user-managed TEXMF directory) and that completely solved the problem. I would have never been able to do it without your suggestion.  I was afraid that I would have to switch to use something like beamer which would imply tremendous amount of rework.  Thanks again for the good help.

Should I file a "Bug Report"?

seminar loads seminar.con which in  turns loads seminar.bg2. But
powersem loads seminar.bg2 too and so some commands are defined
twice.

I can't tell what is the best to do: it is neither clear what has
changed in miktex, nor if seminar.con is meant to be loaded
automatically (in texlive the file is in the doc folder).

You could create an empty local seminar.con and look what happens.
