The latest LaTeX kernel release defines \IncludeInRelease to provide a
long-term mechanism for package stability. Probably you have a package
that has been updated to use this new mechanism but haven't also rebuilt
your format files. Make sure your MiKTeX is up-to-date then use the
settings system to rebuild the formats.
